The City of Winnipeg has a fleet of something like five hundred busses. During the afternoon rush hour peak, some four hundred and seventy six busses are on the streets all at the same time. Even so, depending on where you are going, you can easily miss your bus and wait half an hour for the next one. I've designed a system where 90% of the city is within ten minutes walking distance of a bus stop, and 90% of the bus stops are served at a frequency of every five minutes. My basic system uses two hundred and eighty busses.
In addition, I have a dozen regional feeder bus routes, needing about seventy busses, to cover those areas which are more than 1 kilometer from a major trunk. The feeder routes make quick and direct connections to the major trunk lines. Altogether my routes cover the city as well or better than the existing system, and they do it all while taking close to 120 busses off the road. That's a savings of 25%. But the real savings will come in the travel time and convenience.
